Tuan Mocao and Cesar Soto, both of the US, have been arrested by the local police.
Mocao and Soto allegedly were taking more than $1 million from them after buying "drugs" from them and selling them to police.
They are believed to have bought drugs from them in the past but have since stopped from using them.
Both Mocao and Soto are accused of selling fake Viagra pills to police, according to a statement from the attorney general's office.
Mocao is accused of running a "pink market" that sells fake versions of the drug, while Soto is accused of selling it to police.
The police arrested Mocao, who was in court in a case filed in the court under the anti-Money Laundering Act, for allegedly selling fake Viagra to the police.
Mocao was arrested at an address in downtown Manila in October last year and taken to a local prison after allegedly buying the fake drug.
Soto was arrested in September last year but was taken to another prison and released after six months.
